State lawmakers lowered the state’s constitutional spending cap Thursday to 8 percent, a drop from the 11.68 percent spending cap on new state spending approved two years ago. The lower cap reflects the downturn in the oil and gas industries that fuel much of the Texas economy. (Read more…)
