Global Match for FEMA Hazard Mitigation Assistance (HMA)

Hurricane Harvey significantly impacted rural and small communities.  There was and still remains substantial devaluations for industrial, commercial and housing properties.  Many communities are seeking financial assistance from the State and have suggested using the Rainy-Day Fund.

An alternative to using the Rainy-Day fund that has not been publicly discussed is Global Match for FEMA Hazard Mitigation Assistance (HMA). Global Match can offer financial assistance to devastated cities and counties that cannot afford the required 25% HMA match necessary to implement important mitigation projects including housing elevations and major drainage improvements.  The Global Match method has been used by other states, including Louisiana and New York.

We are aware the Governor, TDEM and GLO are discussing the creation of Global Match for Hurricane Harvey, however we wanted to make sure local governments are aware of the substantial benefits to help with their match needs.   Please take the time to write the agencies below encouraging the use of Global Match for Hurricane Harvey disaster communities.
