2020 TxCDBG Project Implementation Manual – effective September 1

The 2020 TxCDBG Project Implementation Manual is now effective, as of September 1. The full text of the 2020 guidance can be found HERE, and a summary of the changes in this edition can be found HERE.

A few highlights:

  • New, consistent policy for posting public notices (Chapter 1, and multiple other chapters);
  • Revised policy regarding cost eligibility and documentation for first time service connections (Chapter 2);
  • Revised instructions for submitting all Financial Interest Reports to CDBGReporting@TexasAgriculture.gov (Chapter 5);
  • Adopted Simplified ACF reporting procedures (Chapter 14); and
  • Various clarifications of existing policies.


  • Many communities will soon begin a new fiscal year – the Audit Certification Form is required to be submitted within 60 days of the fiscal year end.  We believe you will find the newly required online form to be user friendly.
  • Modified Procedures related to the public health emergency remain in effect, and are separate from the 2020 TxCDBG Implementation Manual.  This guidance has been updated as well HERE.
