The Sunset Review of the Office of Rural Community Affairs HB 2542 (Kolkhorst) passes the 80th Texas Legislature
History
The mission and performance of the Office of Rural Community Affairs was reviewed by the Sunset Staff in 2006 as required under the Texas Sunset Act. The Act provides that the Sunset Commission, composed of legislators and public members, periodically evaluate a state agency to determine if the agency is still needed, and what improvements are needed to ensure that state funds are well spent. Based on the recommendations of the Sunset Commission, the Texas Legislature ultimately decides whether an agency continues to operate in the future.

The hearing was held in November, 2006. Chairman Kim Brimer formed a subcommittee of Reps. Lois Kolkhorst, Byron Cook, Senator Craig Estes and Public Member Ike Scugg to develop recommendations and report back to the Commission no later than January, 2007. The subcommittee recommended the continuation of ORCA with major revisions in its board structure and mission. ORCA's Sunset bill was filed on March 6, 2007.
The bill passed the 80th Texas Legislature, after extended debate, and was signed by the Governor, June, 2007.
